沖縄県において、空港は産業と生活を支える生命線だ。にもかかわらず、県内の拠点空港である那覇空港が持つ滑走路は1本だけ。昼間の時間当たり滑走路処理容量は、能力をほぼいっぱいまで使っていた。年間発着回数は、格安航空会社（LCC）の相次ぐ就航といった追い風で増加基調が続き、滑走路の増設ニーズは大きかった。

さらに、滑走路などを手入れする時間も十分に確保できない状況にあった。同空港では、全日空が羽田や関西、ソウル、上海、バンコクといった国内外の空港とを結ぶ貨物ハブとして、深夜や早朝の空港活用を始めている。24時間体制で運用される状況下で、1本だけの滑走路では大規模修繕が極めて難しかった。
